Referring to Mr. Chamberlain's Despatch No. 171 of the 13th June, 1902, and previous correspondence on the subject of the introduction of Sterling Salaries into the Civil Service of Hongkong, I have the honour to submit for Your Lordship's favourable consideration certain recommendations for the revision of the Sterling Salaries attached to Cadet Appointments, a matter which Sir Matthew Nathan had for some time under consideration but was prevented by his somewhat sudden departure from dealing with.
